I Peg-tuning my violin and the chain became loose when I try to tighten up the bolt slides!?

my chain which is rather vague, it's like a noodle love u can pick it up and it is not waterproof like the way it is supposed to be, when I turn my ankle to make it more stringent, it goes for a minute but when I let go of the ankle … ankle rotates automatically towards making it lose. it's like a wind up toy, but the reel will not work. when u wind it it will just return to how it was. I do fairly tight but if I try too hard or twist it too, I'm afraid that I pop the chain. Should I get advice and fix myself or await the start of the course and get my teacher to solve this problem? Is it supposed to do that or did I break?
